Parliament Continues Debate of Item of Election for Judge of Court of Cassation: Part One

On March 4, the National Assembly continued the debate of the item of the election for the judge of the Court of Cassation. The candidate for the judge Arsen Mkrtchyan answered to the MPs’ questions.

The deputy Arusyak Julhakyan touched upon the competitions being organized for compiling the list of the candidates for the judges of the Supreme Judicial Council (SJC). In 2019-2020 23 persons applied for 19 seats. Only 5 of them overcame the competition phase. The next competitions also were similar. According to the deputy, here there is a problem, as it is not possible to compile the sphere with new and qualified judges. Arsen Mkrtchyan considered the problem overcoming. “The judge’s post is the highest threshold for the lawyers, to which the lawyer can reach.” Arsen Mkrtchyan remembered the words of his colleague who left the system several years ago that the latter. The candidate stressed that this two-day debates on classifying the rights of the judges and the persons could have a great impact among the public.

In their speeches the MPs touched upon the justice gaps, the qualifications sounded on the judges and their building integrity. Most of the MPs have demanded the resignation of the SJC Chairman Ruben Vardazaryan, opining that he does not correspond to his occupied post.

“Here everybody’s dream is to have such a court that everyone will respect. The judicial power should show that it’s worth to be respected. Unfortunately, the reality is not like that.” Nikolay Baghdasaryan

“How many countries do Mr Vardazaryan and his colleagues know, where a murder attempt is committed against the NA Speaker, but the suspects are released?” Lilit Stepanyan

“Our colleague was subjected to violence, but it was not adequately treated.” Sergey Bagratyan

“In the street thousands of people approach us daily and complain about the judicial system. The public complains that we don’t carry out vetting.” Viktor Yengibaryan

“The debates of these two days will have an effect on the results of the voting. Who has seen that the persons who beat the NA Speaker will be released? In which country will you see such thing?” Arman Yeghoyan

“There was revolution is in Armenia, because the population had a demand of justice. You carry out the justice. And the failure of us, the revolutionaries, is not being able to move in any way that justice.” Artur Manukyan

“I have conviction that there are numerous decent, fair and uncorrupted judges, and the critical word sounded during these three days has not been directed to those judges and has not been aimed to not humiliate their work and dignity. First of all, Ruben Vardazaryan classified the judges by making political statement at a crucial moment threatening the state security. He stopped being a judge from that moment.” Hayk Konjoryan
